AG Nessel files an emergency action reversing parole for a convicted killer

LANSING, MI – Michigan Attorney General Dana Nessel has filed an emergency appeal to overturn a convicted murderer’s parole in Freeland.

Marcos Garcia Rayos, 45, is incarcerated at the Saginaw Correctional Facility for the 1999 murder of 15-year-old Isaac Rivera.

Rayos is scheduled to be released on parole on April 24, 2025.

Nessel filed an appeal for parole reversal on behalf of his victim’s sister.

Nessel claims that he is not a valid prisoner for release.

“In our opinion, and that of the family of the boy he murdered, Rayos has not shown proper rehabilitation, nor has he served an appropriate sentence for the crime he committed.

He is not a suitable prisoner for parole privileges, so we have filed an appeal against the decision to end his incarceration,” Nessel stated.

During his time in prison, Rayos has received 72 misconduct offenses, some being for violent assaults.
